Govt to Introduce Ordinance for Swearing-in of CA Members

Government today decided to introduce an ordinance to swear in the members of constituent assembly (CA) since there is no legal provision as such, at present. The cabinet that met on Sunday for the first time after the Constituent Assembly (CA) elections has also decided to provide Rs 1.5 million to the families of those killed during the election period.
According to Minister for Health Giri Raj Mani Pokhrel, cabinet decided to form committees to investigate into violent incidents in Dang and Surkhet districts during election. In Surkhet, a CPN-UML candidate had been murdered while seven cadres of Maoists were killed in police firing in Dang. The cabinet also decided to hold seven party meeting as soon as possible.
The UML ministers, who have already resigned from their posts, did not attend the meeting.-The Himalayan Times

Dalai Lama's envoys begin talks with China

(CNN) -- Envoys for the Dalai Lama began a series of meetings Sunday with Chinese leaders, the first time th two sides have come together since violence broke out in the Tibetan regions of China in March.
The talks began Sunday morning, said Tenzin Takhla, the secretary to the Dalai Lama, from the northern Indian city of Dharamsala. Later in the week, the two sides will carry out further meetings, he said.
Chinese President Hu Jintao told Japanese reporters Sunday that he hopes the talks yield positive results.
"I am confident that through joint efforts by both sides, this visit will be able to achieve the expected results," Hu said, according to a report by Japan's Kyodo News agency.
When the talks were announced last week, China said it hoped the Dalai Lama would use his influence to stop anti-Chinese protests that threaten to disrupt the 2008 Summer Olympics in Beijing, the state-run news agency Xinhua reported.
Protesters supporting the Free Tibet Movement dogged the torch relay ahead of the Olympics as it made its way around the world. The rest of the relay will take place within mainland China and its territories. The torch reached the mainland from Macau on Saturday night.
The talks between the envoys are taking place in Shenzhen, north of Hong Kong. The location within the city hasn't been made public.
"During this brief visit, the envoys will take up the urgent issue of the current crisis in the Tibetan areas," Chhime Chhoekyapa, a secretary to the Dalai Lama, said earlier.
"They will convey His Holiness the Dalai Lama's deep concerns about the Chinese authorities' handling of the situation and also provide suggestions to bring peace to the region."
China has periodically invited representatives of the Dalai Lama to meetings, but none have taken place since last July.
The March protests -- initiated by Buddhist monks -- began on the anniversary of the failed 1959 Tibetan uprising against Beijing rule, which sent the Dalai Lama into exile in northern India.
The pro-democracy protests began peacefully March 14 in the Tibetan capital of Lhasa, but turned violent as protesters set fire to vehicles and shops, tear gas filled and streets and gunfire rang out, according to witnesses, human rights groups and the Chinese state-run news agency, Xinhua.
Beijing blamed followers of the exiled Buddhist spiritual leader, and said 18 civilians and one police officer were killed.
Tibetan groups said many times that number died in the violence and subsequent crackdown.
In the wake of the violence, Beijing has been under intense international pressure to re-open its dialogue with the Dalai Lama.-CNN

At least 8 dead after large wave hits South Korea

SEOUL, South Korea (AP) -- A sudden high wave crashed into a bulwark near a western coastal beach, leaving at least eight people dead and 12 others injured Sunday, the South Korean Coast Guard said.
The large wave -- believed to be as high as 16 feet -- abruptly jumped the bulwark near a western coastal beach about 120 miles south of Seoul, said Lee Won-il, a local Coast Guard officer.
Among the dead were two children -- a 9-year-old and a 5-year-old, he said.
Lee said about 15 other people were believed missing and the Coast Guard deployed seven boats and a helicopter to rescue them. He said most of the victims were tourists or people fishing there.
The wave was believed to have been caused by regular tidal activity in the Yellow Sea but its exact cause was not known, Lee said. -CNN

Ten-man United triumph to close on EPL title

(CNN) -- Manchester United took a massive step towards retaining the English Premier League title, crushing West Ham 4-1 on Saturday despite having Nani sent off in the first half. br> United moved three points clear of second-placed Chelsea with one game to play -- away to lowly Wigan -- and a vastly superior goal difference of 19.
Chelsea play their penultimate game at Newcastle on Monday, then host relegation-threatened Bolton next weekend before facing United in the Champions League final in Moscow on May 21.
Nani, who helped United defeat Barcelona in the semifinals of Europe's premier club tournament, was dismissed for a headbutt on Lucas Neill with United already 3-1 ahead at Old Trafford.
England's player of the year Cristiano Ronaldo had ended his four-game drought with two goals in the first 25 minutes, taking his tally to the season to 40 in all competitions, then former West Ham hero Carlos Tevez made it 3-0 with a superb long-range effort.
Dean Ashton pulled one back for the visitors with a spectacular overhead kick before Nani went in a moment of madness, but Michael Carrick scored against his former club to all-but seal victory with half an hour still to play.
All the talk before the match revolved around comments by West Ham manager Alan Curbishley, who said in a newspaper column that he believed Manchester United deserved to win the title.
That drew a furious response from Chelsea boss Avram Grant, who said Curbishley was "wrong" to make such a remark ahead of the game.
But any suggestions that mid-table West Ham -- who won 1-0 at Old Trafford in the final game of last season to avoid relegation, thanks to a Tevez goal -- would lie down for the home side were quickly dispelled.
Curbishley's side were soon on the offensive with Ashton to the fore, but then Ronaldo settled his team's nerves in just the third minute when he took advantage of a slip by Neill to unleash a shot which flicked off George McCartney and past goalkeeper Robert Green.
United boss Alex Ferguson decided against risking Wayne Rooney in his match-day squad, but Ronaldo made up for the continued absence of the injured England forward when he bundled in a cross by Owen Hargreaves with his thigh on 24 minutes to double the lead.
United had earlier escaped when Patrice Evra cleared James Tomkins' looping header off the line, but took complete control in the 26th minute through Tevez.
The Argentina striker took Ronaldo's short pass just inside the visitors' half and advanced unopposed before lashing a 30-yard shot over Green and into the roof of the net.
Injury-plagued England international Ashton, who has been linked with a summer move to Old Trafford, scored just minutes later with a superb scissors kick after Wes Brown failed to clear Bobby Zamora's cross.
And West Ham were given a great chance to get back into the match when Nani was given a straight red card in the 37th minute for his clash with Australia international Neill, who was also booked for his part in the altercation.
However, the Hammers lost much of their attacking impetus when Ashton was hampered by a groin problem, with the burly forward eventually replaced by Carlton Cole after the break.
Carrick ended any chance of an upset result when he fired his second goal this season on 59 minutes, having been given too much room by the retreating defense before his shot deflected past Green off the unlucky Neill.
That killed West Ham, and gave Ferguson the chance to rest Ronaldo and Park Ji-Sung -- with Ryan Giggs replacing the latter to close to within one of Sir Bobby Charlton's revised appearance record of 758.
Ronaldo's replacement, Darren Fletcher, struck a post as the game drifted to an end.
The result left veteran manager Ferguson in sight of a 10th league title, which will be clinched if Chelsea fail to take at least a point at St James' Park.
"It's been a great day for us and we've got a big chance," Ferguson told Sky Sports. "Our players have been absolutely fantastic this season.
"We were down to 10 men today and I said to try to run the clock down, keep possession and be patient in the second half, and I'm very pleased because there was a bit of tiredness.
"Cristiano has had a fantastic season and he develops all the time. There was a terrible tackle on him today but he keeps getting up and playing with courage and you've got to applaud that."
The Scot said he had no complaints about Nani's sending-off, and vowed to "deal with it."-CNN
